What's the Difference Between a Report Template and a Report

A 'Report Template' dictates the content, formatting, look and feel of the report that is output by allowing the you to select the data source, fields, and context used for the report itself.

A 'Report' is the physical output that is created by the Report Template in a selected file format (e.g. CSV, PDF) and type (Adhoc or Scheduled).
